In response to residents who often contact BPARA about parking issues and Anti-Social Behaviour, it is important that you report it to the relevant authority as soon as it happens. MKCC and Thames Valley Police have agreed their respective responsibilities as set out below.
Thames Valley Police (TVP)
Antisocial use of cars e.g. revving in the street or car park
Antisocial use of cars speeding or idling for 20+ minutes
Use of pyrotechnics in the street or car park
Public urination
Drug use in the street or car park
Intimidation
Obstruction of the public highway for a prolonged period and not just vehicles accessing premises for events
Obstruction of driveway if unable to leave driveway.
Thames Valley Police have powers to issue fines or remove vehicles that are causing an obstruction and present an immediate danger to the public – this may be a vehicle parked on Keep Clear zig zags, a vehicle blocking a private drive, a vehicle blocking visibility or parking in a way that prevents emergency vehicles from getting access through a street. MKCC Environmental Health
Smells from pyrotechnics if frequent and the odour is persistent for more than just a few minutes.
Smells from commercial cooking if persistent and frequent.
Noise from live bands (including drummers etc)
Noise from PA system
Noise from guests for prolonged periods of time and on the premises.
Noise from outside suppliers e.g. late-night loading of equipment after events.
The most effective way to report ASB incidents is not clear from the MKCC website, as the information seems to be primarily for MKCC housing tenants, but email it to safermk@milton-keynes.gov.uk. Please see ASB Policy – FINAL_0
MKCC Parking Enforcement
Most roads are public highways which means that anyone may park on the road so long as they are not blocking a driveway or one of the wheels is over a dropped kerb. MKCC may issue fines if a vehicle is breaking a legal parking restriction which are shown by lines and signage such as double yellow lines. You can report a parking regulation breach to the Parking Team by emailing MKParking@milton-keynes.gov.uk or call 01908 252353. If the issue is connected to activity at Wilton Hall, also copy to asb@bpara.co.uk.
